The Moorpark City Council regular meeting on October 7, 2026, addressed several procurement and spending matters. The Council introduced Ordinance No. 534 for first reading, aligning municipal code with the 2024 solid-waste franchise agreement with GI Industries, also known as Waste Management. Under that agreement, routine annual rate adjustments based mainly on CPI and landfill tipping fees may be approved administratively, while extraordinary increases still require Council approval. The Council also authorized advancing the Public Services Facility as Moorpark’s candidate site for Clean Power Alliance’s Power Ready Round Two program. This was not approval of construction; the CPA would select projects and, if the site advances, conduct a vendor solicitation and oversee design, construction, and operations. Staff cited an estimated $120,000 capital cost if the City pursued the system independently, while the program would cover system costs and operations and maintenance over its 20-year term. The Council approved the action.

The Council approved releasing an RFP for managed library services and selected Council Members Tom Means and Renee Delgado for an ad hoc committee to review the process. It also approved the final design for the children’s-area tree artwork by Studio Y; the transcript does not establish a new contract award or additional spending authorization for that item. Public comments raised questions about cost transparency and contract oversight, including library service requirements and the artwork’s cumulative cost. No other specific procurement awards or purchasing votes were identified.
