Council approved the first phase final plat for the Bolton Estate subdivision with an amendment requiring public access to the preserve. It also passed a six-month moratorium on accepting or processing applications for new car-wash facilities, while clarifying that pending applications or litigation would not be affected. Project updates included ongoing street resurfacing, sewer work, and improvements to the Mentor Marsh observation tower; no new contract awards for those projects were reported. A motion to direct preparation of an ordinance for a residential vacuum-truck leaf-removal program failed. The meeting also included discussion of police leadership succession and lithium-ion battery fire safety.
