Description

The Transportation Department will implement two major planning initiatives with Kittleson in late 2025: the development of a new Pedestrian Facilities Plan as part of the FORWARD project led by the Policy Division, as well as a minor update to the 2020 Bicycle Plan, led by the Planning Division. Initial project scoping identified several areas of overlap in the data and policy analysis needs for these efforts (outlined below). As a result, the Transportation Department has determined that contracting with a single firm to develop all three initiatives will better serve project implementation. This firm is Kittleson and Associates, Inc., as they have begun working with Policy on FORWARD and the Pedestrian Facilities Plan. This approach will streamline the process by minimizing coordination challenges associated with managing multiple contractors. It will also foster closer collaboration between the Planning and Policy Divisions—enhancing data sharing, aligning public outreach efforts, and ensuring high-quality deliverables through QC to support both planning needs and broader departmental goals. I am submitting this Requisition as a Fiscal Year End Exception in order to ensure that project kickoff and planning does not fall behind the planning of the Pedestrian Facilities Plan which is already well underway. Waiting until October 13th, 2025 would create a significant delay in planning and coordination between the two projects. The delay would specifically impact public outreach activities and existing conditions analysis tasks under the project scope.
