2022B-01 Clearfield City Business License Fee Study

Clearfield City awarded a contract for a business license fee study including evaluation of the Good Landlord program to ensure fees comply with Utah law and reflect service costs.

Description

Clearfield City Corporation is requesting proposals from qualified consultants to conduct an analysis of business license fees, including fees for rental units and associated Good Landlord program fees (disproportionate fee), and establish fees that are in accordance with Utah Code 10-1-203 and properly reflect the costs associated with the City's ability to support these services, in accordance with principles for growth and financial sustainability. As part of this analysis the City is requesting an evaluation of the current good landlord program as it pertains to current state statute, including the feasibility to continue a good landlord program, discontinue the program entirely or establish/adopt a new program for rental units in its place. The report will consider all aspects of analysis and recommendations should be completed by June 30, 2022.
