Frederick County, Virginia, awarded a contract for proprietary GPS software from an unspecified vendor to ensure compatibility with existing landfill equipment monitoring systems. The software is unique and only available from the current vendor, as it is proprietary to the existing system. The contract avoids costly infrastructure replacement, data migration, and employee retraining associated with switching to a different vendor. The award involves no specified monetary amount, and the recipient is unknown. The procurement is critical for maintaining operational continuity without hardware replacement or system overhaul.
Description
The requested software is the only software compatible with the existing GPS hardware and monitoring system currently installed on the County's landfill equipment. The existing GPS system was originally procured through a competitively awarded cooperative contract and remains operational. Although the vendor is no longer available through that cooperative contract, the software remains proprietary to the existing system. Procuring software from another vendor would require replacement of the existing GPS hardware, installation of a new monitoring system, migration of data, employee training, and associated implementation costs. The cost and operational disruption associated with replacing the existing infrastructure would be substantial and is not in the County's best interest. Accordingly, this software is available only from the current vendor and is necessary to maintain compatibility with the County's existing GPS system and ensure uninterrupted operations.
