MPR 25-016 CITYWIDE Promotional Products and Services

The City of Avondale, Arizona, has entered into a Professional Services Agreement with Balzic Enterprise LLC dba M&J Trophies and Apparel, an Arizona limited liability company based in Glendale, AZ, to provide citywide branded promotional products and services. The awarded vendor, Balzic Enterprise LLC, specializes in screen printing, digital printing, embroidery, engraving, sublimation, laser etching, sandblasting, and promotional products, all produced in-house without subcontracting. The contract covers a wide array of promotional items including writing instruments, drinkware, hats, apparel, trophies, awards, toys, challenge coins, lapel pins, Christmas ornaments, packaged candy, electronic/technology branded items, and other specialty products. The vendor maintains relationships with over 40-50 active suppliers out of 2,930 available, including Sanmar, Alpha Broder, S&S Activewear, Augusta Sportswear, RS Owens (noted for awards such as the Oscar and Emmy), and others. The contract includes detailed pricing for various products such as stylus pens, tote bags, stainless steel tumblers, soccer medals, challenge coins, lapel pins, stickers, and a range of apparel items (t-shirts and collared shirts in multiple sizes). The City of Avondale facilities for delivery include multiple city buildings such as the Aquatic Center, City Hall, Police Department, Public Works Department, and others all located in Avondale, AZ. The contract term is effective until February 2, 2026, with automatic renewal options for up to four additional one-year terms, subject to City approval and funding availability. The agreement requires the vendor to provide all labor, equipment, materials, and consumables necessary for production and delivery, maintain quality standards, provide proofs for City approval, and ensure confidentiality of City branding and designs. The vendor offers free delivery to Avondale facilities, no charge for website setup or art fees, and a no-questions-asked replacement/refund policy. The vendor also manages a custom website for Avondale orders to facilitate ordering and payment. The contract includes comprehensive insurance, indemnification, and compliance requirements, including adherence to OSHA standards and E-verify requirements. The City reserves the right to inspect and accept all work and to terminate the contract for convenience or cause. The contract is non-exclusive, allowing the City to procure similar goods and services from other sources if needed.
