The County of Orange Social Services Agency has awarded a contract to Rite of Passage Adolescent Treatment Centers and Schools, Inc. for the provision of Short-Term Residential Therapeutic Program (STRTP) services. The contract covers residential care and treatment services for foster youth under 18 and non-minor dependents up to 21 years old, as licensed under California regulations. Rite of Passage is responsible for providing 24/7 specialized mental health services, transition support, family engagement, education and health supports, permanency support, and other related services as detailed in Attachment A. Payment is made monthly in arrears based on state-established reimbursement rates, with provisions for bed holds and overpayments. The contractor must maintain comprehensive insurance coverage, including general liability, automobile, workers compensation, professional liability, and sexual misconduct liability. The contract includes detailed requirements for personnel background checks, confidentiality, reporting, quality assurance, and compliance with information technology security provisions (Attachment B) and state privacy and security provisions (Attachment C). The place of performance is in Orange County, California, with the contractor's address in Minden, Nevada. Unique contract requirements include strict adherence to licensing standards, participation in Child and Family Team meetings, utilization reviews, and cooperation during emergencies or disasters. The contract also allows cooperative use by other County of Orange departments and other governmental or non-profit entities under specified conditions.
Description
STRTP homes provide an integrated, short-term, trauma-informed program of specialized and intensive treatment, including 24-hour care and supervision until placement in a home-based setting is appropriate. STRTPs are established in state statute and regulated by the California Department of Social Services (CDSS) and must hold an active license issued by CDSS’s Community Care License Division (CCLD) to operate and provide services.
