This purchase order, issued on March 4, 2025, by the Orange County Utilities Department, a county agency in Florida, awarded a contract to Cathcart Construction Company Florida LLC for trenching and replacement of an entire manhole structure at the Iron Bridge facility. The work was performed 24/7 from November 26, 2024, through January 31, 2025, to repair a cracked manhole base caused by high flows, groundwater intrusion, and shifting sewer pipes, which had led to surface depression and road closure. The contract amount was $751,402, and the work required coordination with other municipalities to prevent a sanitary sewer overflow. The procurement was part of disaster infrastructure costs related to Hurricane Milton.
Description
Repair area receives raw wastewater flow from both a gravity sewer line and force main which had to be re-routed to make the repairs requiring coordination with other municipalities. Due to the extended high flows, the base of the manhole became cracked allowing for groundwater intrusion and connecting sewer pipes were also shifted. Area was forming a significant depression on the surface and caused the road to be closed. Site required trenching to remove and replace the entire manhole structure. Work was conducted 24 hours/7 days a week to complete the repairs and prevent a sanitary sewer overflow.
