Adult Intensive Treatment Services

The County of Orange, administered by the County of Orange Health Care Agency, has awarded a contract to Oceanside Harbor Holdings LLC, a California Limited Liability Company, for the provision of Adult Mental Health Skilled Nursing Facility with Special Treatment Program services. The contract term is from July 1, 2024, through June 30, 2026, with a total aggregate amount not to exceed $23,083,330. Oceanside Harbor Holdings LLC will provide services at their licensed Skilled Nursing Facility with Special Treatment Program located at Beach Creek Post Acute, 645 South Beach Blvd., Anaheim, CA 92804. The facility will provide a minimum of 51 beds per day exclusively for County use. Services include 24-hour skilled nursing care and at least 27 hours per week of therapeutic programming tailored to adults with serious mental illness, many of whom are Lanterman-Petris-Short conservatees transitioning from acute psychiatric inpatient facilities or long-term care. The program includes psychiatric, nursing, medication support, rehabilitation, therapy, crisis intervention, peer mentor services, substance use treatment, discharge planning, transportation, and financial evaluation services. The contract specifies compliance with numerous federal, state, and county laws and regulations, including HIPAA, confidentiality, nondiscrimination, and minimum wage laws. Oceanside Harbor Holdings LLC must maintain a compliance program, provide monthly and quarterly reports on programmatic and financial metrics, and adhere to strict data privacy and security standards as outlined in the Business Associate and Personal Information Privacy and Security Contracts (Exhibits B and C). The contract includes detailed provisions on indemnification, insurance requirements, audits, dispute resolution, and termination conditions. Payment is based on a negotiated bed day rate ($250 for the first year and $260 for the second year) for actual client bed days provided, with monthly payments in arrears. The contractor is responsible for pursuing third-party revenues and client fees according to ability to pay. Unique contract requirements include a minimum of 27 hours per week of direct therapeutic sessions, 100% scheduling of behavioral health aftercare appointments within three days of discharge, and strict compliance with data privacy and security regulations including HIPAA and California privacy laws.
