Manzanita Park Family Resource Center

The County of Orange Social Services Agency has awarded a contract for the provision of Family Resource Center (FRC) Services to a collaborative of three California public non-profit corporations: The Raise Foundation (designated lead agency), Womens Transitional Living Center, Inc. dba Radiant Futures, and Boys & Girls Clubs of Central Orange Coast. The contract covers comprehensive family support services aimed at families at risk of or experiencing child abuse and neglect, including counseling, case management, parenting education, domestic violence prevention, emergency assistance, and other supportive programs. The services target families with children aged 0-18, non-minor dependents up to 21 years old, LGBTQ youth, homeless families, military families, and families receiving public assistance. The contract includes detailed staffing requirements with specified full-time equivalents and hourly rates for various positions such as counselors, family support advocates, coordinators, and specialists. The contract term is from July 1, 2025, to June 30, 2028, with a maximum funding obligation of $18,000,000 over three years. Services are to be provided primarily at the Manzanita Park Family Resource Center located at 1260 N. Riviera Street, Anaheim, CA 92801, with administrative services at 180 East Main Street, Suite 101, Tustin, CA 92782. The contract mandates compliance with extensive information technology security provisions, state privacy and security provisions, and County of Orange Information Technology Security Guidelines to ensure confidentiality, data integrity, and security of client information. The contract also includes requirements for reporting, quality assurance, training, data entry, and sustainability efforts. The Raise Foundation, as the lead agency, is responsible for oversight, coordination, data management, and financial administration of the collaborative services.

Contract between County of Orange and The Raise Foundation, Womens Transitional Living Center, Inc. dba Radiant Futures, and Boys & Girls Clubs of Central Orange Coast for the provision of Family Resource Center Services. The contract term is from July 1, 2025 to June 30, 2028, with an award amount of $1,050,000. The contract is active and was awarded following a Request For Proposal (RFP). The services are authorized pursuant to various federal and state laws including the Adoptions and Safe Families Act of 1997 and California Welfare and Institutions Code. The contract may be renewed for an additional two-year term upon mutual agreement.
