Description

The Virginia Birth-Related Neurological Injury Compensation Program (VBIF) announces its intent to award a sole source, multiphase professional services contract to Kikoda, LLC. It has been determined that Kikoda, LLC is the only source practicably available for these services because of their unique role as the architect and sole operator of a proprietary platform, a custom system used by a similar birth injury program to manage complex participant records and claims. No other vendor possesses the specific technical familiarity with the system's database schema or the operational expertise required to maintain continuity for medically necessary participant benefits. Consequently, Kikoda is the only source capable of ensuring a risk-free transition and remediation of internal controls without disrupting the Program's statutory obligations to its families. In accordance with § 2.2-4302.2 (B), this contract is awarded for Phase 1 only at a price of $25,000 (twenty-five thousand dollars). Performance and pricing for Phases 2 and 3 are subject to the successful completion of the initial phase and subsequent negotiations.
