TO PROVIDE A HIGH HERITAGE SPACECRAFT BUS AND A WIDE FIELD ULTRAVIOLET TELESCOPE TO CONDUCT A DEEP IMAGING SURVEY OF THE WHOLE SKY IN TWO BANDS OF ULTRAVIOLET LIGHT TO PROVIDE NEW INSIGHTS INTO GALAXY EVOLUTION AND THE LIFECYCLE OF STARS.
