The Pinellas County Board of County Commissioners, through its Human Services Department, is procuring a Mobile Medical Unit (MMU) designed to provide flexible health, behavioral health, and dental services to low income and homeless adults in Pinellas County, Florida. The contract requires the delivery of a maximum 45-foot MMU with a gross vehicle weight of 26,000 lbs and a gross combined weight rating of 52,000 lbs or as required by the vendor's cab/chassis/body specifications. The unit must include a general reception area, two exam rooms (one adaptable for dental services), two multipurpose counseling rooms, a blood draw area, nurse/staff work areas, restrooms with lab pass-through, and maximize interior and exterior storage with slide-outs for operational space. Mechanical specifications include an electronically controlled Allison transmission, a diesel engine (International A26 or Cummins equivalent) with 370 HP, heavy-duty cooling system, dual battery system including a separate battery for generator operations, and a single horizontal stainless-steel muffler exhaust system. The chassis must meet detailed specifications including specific axle types, suspension, tires, and frame materials. The cab must be a 2021/2022 all-steel standard cab or equivalent with specified features such as air conditioning, power steering, and safety equipment. The unit must have a diesel 12 KW generator (Onan or approved equal), energy management system, exterior graphics, hazardous waste receptacles, HVAC systems for air conditioning and undercarriage heating, triple foam insulation, intercom system, hydraulic push-button stabilizing landing gear, stainless steel lavatories, fluorescent lighting, literature racks, patient reception area, phlebotomy centrifuge, otoscope/ophthalmoscope, AM/FM radio with ceiling speakers, refrigerator/freezer, wheelchair lift compliant with ADA, deluxe wheel chrome liners, rear tire inflation extenders, safety glass sliding windows with screens, and manual entry stairs. The contract includes requirements for delivery to Fleet Management in Clearwater, FL, with all necessary documentation such as statement of origin, owner's manual, warranty certificates, and vehicle registration forms. The awarded vendor must provide insurance coverage meeting specified limits, indemnify the County, comply with E-Verify requirements, and adhere to all applicable laws and regulations. The contract term extends from award through delivery and final acceptance of the vehicle. The County reserves rights including contract termination, de-scoping of services, and non-exclusive contracting.
