Orange County, a county government in Florida, awarded a purchase order to Badger Meter Inc for 1,800 commercial meter mounting brackets (product description: 64394-023 COMMERCIAL METER MOUNTING BRACKET-ORION). The procurement was initiated to convert all existing commercial water meters to Advanced Metering Infrastructure (AMI) to improve utility services, with a focus on compatibility constraints limiting the procurement to a single supplier. The award amount was $45,701, and the contract is effective from November 14, 2025, to February 13, 2026. The purchase was driven by a plan to transition from manual water meter readings to real-time data collection, approved by Director Torres, as part of a broader effort to enhance customer service and operational efficiency.
Description
64394-023 COMMERCIAL METER MOUNTING BRACKET-ORION JUSTIFICATION: Field Services, in collaboration with Customer Service, presented to Director Torres a plan to transition from manual water meter readings to AMI (Advanced Metering Infrastructure). AMI employs smart meters, cellular communication networks, and data management systems to facilitate real-time data collection, thereby enhancing customer service and enabling more efficient and accurate meter reading, billing, and other utility services. Director Torres approved the conversion of all existing commercial meters, as well as meters installed in new construction projects, to AMI. Therefore, this purchase request was initiated to convert all commercial meters to AMI. Due to compatibility constraints with existing equipment, this procurement is limited to a single supplier, as the ORION Cellular Endpoint Mounting brackets are not compatible with endpoints from other manufacturers. Converting existing meters is considered the most feasible approach, as replacing all commercial meters with AMI-enabled meters would exceed a cost of $10 million for the County.
