Valley View Water Consolidation Project

The Coachella Valley Water District (CVWD), a public agency in California, received multiple awards and contracts totaling approximately $16.8 million for water transmission, consolidation, and infrastructure projects in Riverside County. These include a $6,152,972 EPA grant under the Community Grants Program to support water transmission and consolidation efforts across various small water systems, such as Valley View Mobile Home Park, Soto Water, and others, aimed at improving water quality and reliability. The projects involve installing thousands of linear feet of ductile iron and HDPE pipes, steel casings, valves, meters, and related infrastructure, with detailed geotechnical and environmental assessments, permits, and environmental protection measures. The awards include design, environmental compliance, construction, and environmental mitigation services, with specific project sites in Riverside County, including communities like Thermal and unincorporated areas. The EPA funding is 100% cost-shared, with project periods spanning from July 2024 to December 2027. Key contacts include project managers and EPA officials, and the projects are subject to federal and state environmental regulations, including CEQA, NEPA, and Fish and Wildlife protections. The awards aim to enhance water system safety, compliance, and service in disadvantaged communities.

Description

This project involves the installation of approximately 13,790 linear feet of various diameter water main pipes including 32-inch fusible HDPE, 30-inch, 24-inch, 12-inch, and 8-inch diameter pipes with restrained joints, valves, fittings, polyethylene encasement, testing, disinfection, clearing and grubbing, excavation, imported sand, backfill and compaction, potholing utility crossings, surface restoration, and appurtenances. The pipeline work includes excavation of jacking and receiving pits, shoring, pipe jacking operations, horizontal directional drilling (HDD), and related backfill and compaction. Portions of the pipeline cross below the Union Pacific Railroad within a steel casing and the Coachella Valley Stormwater Channel using HDD. The project also includes removal of connections to existing potable water system wells and connection to the public water system at multiple trailer parks and mobile home parks. Additional work includes street pavement and surface restoration, obtaining encroachment permits from Riverside County and Caltrans, traffic control plans, and compliance with insurance requirements including Installation Floater Insurance with flood and earthquake coverage. The project duration is 500 calendar days with an estimated value of $16,800,000. A pre-bid meeting is scheduled for April 27, 2026, and the response deadline is June 4, 2026, 2:00 PM. The project is located in Riverside County, California, with multiple sites including Desert View Trailer Park, Valley View Trailer Park, Vista Norte Estates, Valenzuela Luciano, and Soto Water. The project is funded in part by a $6,152,972 EPA grant awarded on July 19, 2024, under the Community Grants Program for water transmission projects. The grant covers 100% of approved budget period costs from July 1, 2024, to December 31, 2027. The project is managed by Coachella Valley Water District and involves compliance with environmental and regulatory requirements including a Streambed Alteration Agreement with the California Department of Fish and Wildlife for HDD under the Whitewater River.
