The City of Wilmington Fire Department (WFD) is the government buyer contracting for hydraulic modeling professional services to update, validate, calibrate, and analyze fire flow for ISO/Verisk rating review purposes. The contract involves coordination with the Cape Fear Public Utility Authority (CFPUA), which provides hydraulic model data, GIS water system data, and SCADA data. The awarded services include review and update of the CFPUA InfoWater Pro hydraulic model, development and execution of a field hydrant fire flow testing plan, model calibration using field and SCADA data, fire flow simulations citywide and at specific points, and preparation of GIS-compatible hydrant modeled flow outputs for integration with WFD systems such as EPR FireWorks and CentralSquare CAD. Deliverables include project schedules, data review memoranda, field test data, updated model files, calibration documentation, fire flow analysis outputs, GIS data layers with schema documentation, technical reports, and submission-ready packages for Verisk. The contract requires the contractor to make good faith efforts to include minority and women business enterprises (MBE/WBE) as subcontractors. Insurance requirements include commercial general liability, workers compensation, business auto liability, and professional liability insurance with specified minimum coverage limits. The place of performance and delivery is Wilmington, New Hanover County, North Carolina. The contract emphasizes compliance with local laws, non-discrimination, and public records laws. The period of performance is structured to meet a final submission deadline to Verisk by October 1, 2026, with preferred final deliverables by September 1, 2026. The City of Wilmington is the sole contracting entity, with the CFPUA serving as a coordinating partner for utility data and operational coordination.
