California eProcure #25RD005
Measurement and Characterization of Brake-Wear Emissions from Zero-Emission Vehicles
Recipient
Eastern Research Group, Inc.
Awarded
April 23, 2026
Identifier
25RD005
The California Air Resources Board (CARB) has issued a solicitation for proposals to measure particulate matter and gaseous brake-wear emissions from California fleet vehicles, focusing on Zero-Emission Vehicles (ZEVs). The contract involves tasks such as vehicle selection, brake-dynamometer testing, chemical and toxicological analysis, and emissions modeling, with the goal of updating emissions inventories and assessing clean transportation impacts. The awardee, Eastern Research Group, Inc., will perform these services under a 36-month contract with a total budget not exceeding $850,000. The project site is Sacramento, California, and the procurement process included extensive reporting and compliance requirements. The contract is expected to be finalized following the review of proposals, with a notice of intent to award issued to Eastern Research Group, Inc.
Description
This Request for Proposal (RFP) is to solicit competitive proposals from experienced and qualified contractors to measure particulate matter (PM) and gaseous brake-wear emissions for California fleet representative vehicles, characterize the reduction of emissions for Zero-Emission Vehicles (ZEVs) compared to conventional technology vehicles, and characterize emission factors, chemical composition, and toxicological effects. The results from this study will be a crucial resource for updating emissions inventories and allow the California Air Resources Board (CARB) to assess the significance of implementing clean transportation programs in reducing brake-wear emissions on the roads and vulnerable communities near roadways.
