Description
A well in Ector County is actively leaking hydrocarbons through the annulus to the surface. The well is located on a golf course and has no wellhead. The emergency funds will be used to build a road and place a wellhead on the well until State Managed Plugging can move in. Funds were originally requested on August 21, 2026. Remaining work required a new EPO for FY27. The district office in Midland contacted three (3) vendors that could provide the services and selected the vendor that could respond immediately and was the best value for the State of Texas.
