Supply, installation, programming, and verification of control systems and DDC controls upgrade for Los Angeles County

The Los Angeles County Internal Services Department contracted Johnson Controls Inc to supply, install, program, and verify control systems and devices based on plans and specifications as per solicitation RFQ-IS-25260289. The contract includes labor and miscellaneous materials for a Direct Digital Control (DDC) controls upgrade. Specific scope includes provision and installation of DOC controls for equipment such as 47 hot/cold duct zone dampers using VAV controllers, 2 boilers and associated pumps, 2 chillers and pumps with BACnet communication connectivity, 2 cooling towers with replacement of manual isolation valves to electric, and one dual duct air handling unit with pneumatic actuators replaced by electric ones and chilled water valve replacement. The system will modulate zone pressure dampers based on static duct pressure with sensors connected to the nearest controller. Network drop and IP addresses will be provided by Los Angeles County; network controller installation will be located in the boiler room hallway. Work timing includes mechanical room tasks during business hours and zone control upgrades after hours. LABOR - SUPPLY, INSTALLATION, PROGRAMMING, AND VERIFICATION OF CONTROL SYSTEMS AND DEVICES BASED ON PLANS AND SPECIFICATIONS (AS PER ATTACHED SCOPE OF WORK) TERMS AND CONDITIONS IN ACCORDANCE WITH SOLICITATION # RFQ-IS-25260289; MISC. MATERIAL FOR DDC CONTROLS UPGRADE SCOPE OF WORK AND MATERIALS 1. Provide Engineering drawings and submittals. 2. Provide and install DOC controls for following equipment. a. (47) Hot/cold duct zone dampers. i. Use VAV controller for the cold duct and extra actuator for the hot duct. ii. Discharge air temperature sensor b. (2) Boilers and associated pumps. c. (2) Chillers and associated pumps. i. Connect BACnet communications to the new chiller panels d. (2) Cooling towers and condenser water pumps. i. Replace Cooling tower manual isolation valves with electric. e. (I) Dual Duct Air Handling units. i. Replace pneumatic actuators with electric. ii. Replace existing pneumatic Chilled water valve with new electrical valve. f. Modulate zone pressure dampers based on static pressure in the duct. The dampers and pressure sensors will be connected to the closest controller. County of LA shall provide the network drop and IP addresses for the new system. The new Network controller shall be installed in the boiler room hallway. The work in the mechanical rooms will be during normal business hours.
