The City of Avondale, Arizona, has entered into a Construction Manager at Risk (CMAR) Agreement with CORE Construction, Inc., an Arizona corporation, for the design phase review and complete construction services of the Alamar Public Safety Substation project located at 5155 S El Mirage Road, Avondale, AZ 85323. The project involves constructing a new approximately 16,400 square foot public safety facility to accommodate both police and fire departments, including 2 fire bays, 5 dorm rooms, shared lobby, and fitness space. CORE Construction will perform all pre-construction services, including environmental investigations, review of construction documents, constructability and bidability reviews, value analysis, and preparation of a master schedule and cost model. The construction phase includes furnishing all labor, materials, equipment, and services necessary to complete the work in accordance with contract documents. CORE Construction will coordinate with LEA Architects, LLC, the project designers, to ensure constructibility within budget. The contract includes detailed provisions for GMP proposals, cost management, schedule management, quality control, safety, and dispute resolution. CORE Construction is responsible for subcontractor selection per Arizona law, with a focus on minority, women, and local business enterprises. The contract price includes a pre-construction phase fee not to exceed $179,366 and a construction phase GMP to be negotiated. The period of performance spans from pre-construction starting in 2025 through estimated construction completion in late 2028. Notable contract requirements include environmental remediation coordination, detailed reporting, traffic control plans, and adherence to Clean Public Safety Building principles. CORE Construction has extensive experience in public safety projects and will self-perform a minimum of 45% of the construction work. The contract requires performance and payment bonds, insurance coverage, and confidentiality provisions. The City reserves rights for termination, suspension, and dispute resolution through neutral evaluation and binding arbitration.
