CITYWIDE COMMERCIAL PRINTING & MAILING SERVICES

The City of Avondale, Arizona, a municipal corporation, has entered into a Professional Services Agreement with Artisan Colour, Inc., an Arizona corporation, for citywide commercial printing and mailing services. The awarded services include professional commercial printing and mailing of various printed media such as brochures, flyers, carbonless forms, posters, letterhead, envelopes, catalogs, magazines, invitations, calendars, signage, and other materials to support, market, and promote the City's operations, activities, and programs. The contract covers both printing and mailing services, including design, layout, printing, collating, folding, trimming, finishing, and mailing services as directed by City staff. Artisan Colour, Inc. is responsible for supplying all labor, equipment, materials, and consumables necessary for the services. The contract includes delivery to multiple City of Avondale facilities such as City Hall, City Court, Civic Center Library, Neighborhood and Family Community/Senior Center, Police Department, Public Works Department, Municipal Center, Sam Garcia Library, and other designated locations. The contract is indefinite quantity and indefinite delivery, with services provided on a per-project basis via Work Orders referencing the Agreement. Pricing is firm fixed for an initial one-year term with options for renewal up to four additional one-year terms, subject to City approval and funding availability. The Fee Proposal includes detailed unit prices for a wide range of printed items and mailing services, with quantities specified for each item. Notable contract requirements include compliance with OSHA and other safety standards, ownership of all documents by the City, insurance coverage requirements, confidentiality of City information, E-verify compliance, prohibition of forced labor, and provisions for termination for convenience or cause. The contract also allows cooperative purchasing by eligible political subdivisions and nonprofit educational or public health institutions. Artisan Colour, Inc. has demonstrated past performance with high ratings on similar projects for other agencies.
