Nebraska Leads Literacy

The Nebraska Department of Education (NDE) is soliciting proposals to establish a vendor pool under a Master Agreement for a comprehensive multi-year literacy training system targeting school, district, and other education leaders, including building principals, superintendents, district leaders, instructional coaches, and optionally higher education faculty. The project aims to serve up to 1800 education leaders over a five-year period, with training to commence in summer 2026. Vendors are expected to provide evidence-based professional learning programs grounded in the Science of Reading, with fully developed training programs ready for deployment or customizable based on relevant expertise. The scope includes project planning and management, participant engagement and support, and coaching for leaders, with pricing requested per cohort. The contract may be awarded to multiple vendors forming a cohesive professional learning project, with work allocation determined post-selection. Training delivery will be hybrid, combining in-person and virtual activities, including onsite coaching, with no specific ratio mandated. Vendors are responsible for proposing cohort sizes and training schedules, with no established minimum or maximum cohort size. Post-cohort support for at least one year is required, including options such as coaching check-ins or communities of practice. The NDE will provide venue support for in-person events. The contract will be with the Nebraska Department of Education, with one-year contract terms and renewal options for up to four additional years. The project aligns with the CLSD grant goals but does not require CLSD-specific data reporting. Vendors must demonstrate comparable statewide literacy leadership training experience, not necessarily within Nebraska. There is no requirement for project staff to reside in Nebraska, but proposals must ensure sufficient onsite work to meet project goals.
