Program Model Assessment Service Activity: Conduct a review of the RAY program model, including relevant documents. Deliverable: Develop a program model assessment that will examine how the current program operates across providers and identify opportunities to strengthen the model as demand grows. Stakeholder Engagement Service Activity: Engage key stakeholders through interviews and consultations to gather insights on program implementation and system needs. Deliverable: Summarize stakeholder insights and identify system needs, challenges, and opportunities to improve program implementation and coordination. Analysis of Alternative to Detention Program Design Service Activity: The consultant will analyze how the RAY program compares with established community-based ATD models. Deliverable: Develop a comparative analysis outlining key differences, alignment opportunities, and identified opportunities to strengthen the RAY program?s ATD components. Additionally, the analysis will include the implications of different program design options, including potential adjustments to service intensity and program capacity. Strategic Recommendations Service Activity: Develop final strategic recommendations based off of analysis of previous deliverables. Deliverable: Submit and present final strategic recommendations to DYD staff, including guidance on potential implementation steps and considerations. Travel Cost breakdown: (If applicable) This rate includes lodging, all forms of travel in totality, parking-related costs, and per diem for breakfast, lunch, and dinner. Note: Air, rail, bus, car, etc. must be economy class.
