The County of Orange Social Services Agency contracts The Raise Foundation and Boys and Girls Clubs of Greater Anaheim-Cypress (collectively referred to as Manzanita Park Family Resource Center or Contractor Partner Agencies) to provide Family Resource Center (FRC) services primarily in Anaheim and surrounding communities. The contract includes a comprehensive suite of services such as case management team services, counseling (crisis, individual, family, group), differential response services, family support services, information and referral services, parenting education, domestic violence prevention and treatment (Personal Empowerment Program), and youth programs including Smart Girls, Street Smarts, Passport to Manhood, and Smart Moves. The Raise Foundation serves as the designated lead agency responsible for oversight, claims submission, data management, reporting, and coordination among partner agencies. The contract specifies detailed staffing requirements with defined Full-Time Equivalents (FTEs) and qualifications for positions including CMT Clinical Supervisor, Community Engagement Coordinator, Counselors, Family Support Advocates, FRC Coordinator, and Information and Referral Specialist. Services are delivered at the Manzanita Park FRC located at 1260 North Riviera Street, Anaheim, CA 92801, and other community locations as approved. The contract term is three years with a maximum obligation of $975,000, divided equally across three fiscal years. Unique contract requirements include compliance with federal and state laws, confidentiality and security of client data, insurance coverage mandates, non-discrimination policies, and detailed data entry and reporting obligations using the Families and Communities Together (FaCT) database. The contract also mandates collaboration with county social services and participation in community engagement and sustainability efforts.
