CITYWIDE Promotional Products and Services

The City of Avondale, an Arizona municipal corporation, is the government buyer entering into a Professional Services Agreement with Cesar Graphics, an Arizona sole proprietorship. Cesar Graphics is awarded to provide a wide array of Avondale branded promotional products and services including writing instruments, drinkware, hats and apparel, trophies and awards, toys, challenge coins, lapel pins, Christmas ornaments, packaged candy, electronic/technology branded promo items, and other specialty items. The contract is indefinite quantity and indefinite delivery, with purchases made on an as-needed basis via Work Orders referencing the Agreement. The contract includes detailed pricing for various products such as stylus pens, tote bags, stainless steel tumblers, soccer glitter medals, challenge coins, lapel pins, stickers, T-shirts in various sizes, and collared shirts for men and women, with quantities ranging from single units to hundreds. Delivery locations include multiple City of Avondale facilities such as the Aquatic Center, City Hall, City Court, Civic Center Library, Mountain View Community Center, Phoenix Raceway Building, Police Department, Public Works Department, Municipal Operation Services Resource Center, Sam Garcia Library, and Avondale Visitor & Conference Center, all located in Avondale, AZ. Unique contract requirements include strict quality standards, proof approvals before production, use of only Avondale approved logos, confidentiality of City-provided designs, detailed labeling and packing instructions, and compliance with safety and insurance requirements. The contract term is effective until February 2, 2026, with automatic renewal options for up to four successive one-year terms subject to City approval and funding availability. Cesar Graphics must maintain all necessary licenses and insurance, provide adequate experienced personnel, and comply with E-verify and other legal requirements. The contract also allows cooperative purchasing by eligible political subdivisions and nonprofit educational or public health institutions. Cesar Graphics is the sole vendor mentioned and OEM for the products and services awarded under this contract.
